I have some points of critique/questions to address.

1. Phantom the Werewolf? Really want to stick with that name? =s It just seems like an odd title, and not very fitting to a fang-bearing, meat-eating, entirely tangible and highly visible animal. If she had super-stealth, or was completely black, or camoflage, or something. As is it's just odd, especially if it's her monster code-name rather than a title used amongst other werewolves.

2. Her super-power leaves her mentally and physically exhausted. Could you elaborate on what "mentally exhausted" means? Does she think slowly? Does she lose the ability to concentrate on demanding tasks? Does she start enjoying the Twilight Series and Dan Brown Novels? Are there some other powers that depend upon her level of mental readiness?
I also think that time stop with super strength seems a bit redundant. You can leave it in, but I don't think it makes a significant impact on the power either way and it seems kinda dischordant with the theme.

3. Protecting them from what exactly? Also, refrain from killing =/= protect.

4. There are many variants of the werewolf mythos. What exactly are you using to define "werewolf" with this character? What existing tropes do apply and which ones don't? How is she affected by phases of the moon, silver, rye grains, mistletoe, and holly?
