I wondered given that Coverton's species have superior technology, why have they not invaded Earth directly instead of sending a spy/saboteur/thief to weaken the planet before they arrive?
Could it be that they aren't as powerful as they appear, so if they make a direct attack against a fully prepared enemy, they will lose?
It definitely appears that Area 5?'s technology is more then a match for Coverton, given that he keeps trying to obtain all their weapons and failing repeatedly, often being shot at by the very weapon he was trying to obtain.
And given his open hostility towards the Monsters, it appears they are the major obstacle towards his plans.
I suspect though, that they have to act in secret, because the Galactic Council they keep referring to would most likely react aggressively to an invasion of another planet.
Galaxhar was a rogue agent who obliterated his own planet, so they had no control over him.
But Coverton is acting with full approval of his superiors, so it's a legitimate invasion plan.
However, I suspect if Coverton's plans were discovered, his superiors would immediately claim he was a rogue element who acted without their knowledge and hang him out to dry.
